Each of the five letters in the word “HAPPY” is inspired by a different party decoration in the midst of a flurry of multicolored ribbons and confetti. This stamp was designed by Lisa Catalone Castro and Rodolfo Castro, featuring a digital illustration by the latter. Ethel Kessler served as art director.
This stamp will be issued September 9th in Toast, N.C., but without a first-day ceremony.

On September 9, 2021, in Toast, NC, the United States Postal Service® will issue the Happy Birthday stamp (Forever® priced at the First-Class Mail® rate) in one design, in a pressure-sensitive adhesive (PSA) pane of 20 stamps (Item 577700). This stamp will go on sale nationwide September 9, 2021, and must not be sold or canceled before the first-day-of-issue.

How to Order the First-Day-of-Issue Postmark:
Customers have 120 days to obtain the first-day-of-issue postmark by mail. They may purchase new stamps at their local Post Office™ or at The Postal Store® website at usps.com/shop. They must affix the stamps to envelopes of their choice, address the envelopes (to themselves or others), and place them in a larger envelope addressed to:

Well, this one was scheduled for 2012, after celebrate stamps ran out.
Years ago they had a booklet of special occasions. A few of the occasions that I remember were birthdays, father’s day, mother’s day, etc. The problem was that in those days they weren’t Forever. I would like to see a booklet like that brought back as Forever stamps.
I remember those. They were issued from 1987 to 1988. There was no Father’s or Mother’s day related stamps. Just last year, the USPS issued Thank You set of 4 Forever stamps. There was also a Happy Birthday commemorate in 2002 (re-released in 2006 to meet the current rate). Later on, there was Celebrate issues from 2007 to 2009, which then followed by Forever Neon Celebrate in 2011 and 2015, respectively.
Wish these were being issued before the postage rate increase in August.
Has the postal rate been approved? I was under the impression it was just sent in for consideration…
As of 17 July, and the Broadcast/Availability of USA Philatelic 3rd Quarter, the PRICE of FOREVER stamps is still listed as 55c. How far back the Press Deadline was, I don’t know.

About the Third Week in July, the FOREVER rate increase was approved. It has gone into effect. .55 -> .58 and others as well.
