Not sure where to post this but…with my returned FDCs of the reissued Mister Rogers stamps, there was enclosed a USPS form 3515, “Cancellation Service Workorder,” which has a section labeled “Fees Enclosed.”
Is USPS charging, or does it plan to charge, for cancellations such as FDCs?
USPS Cancellation Services charges 50¢ for each Digital Color Potmark; 5$ for each “rubber composition” postmark (B&W hand cancels) over 50, and nothing for machine cancels (also known as Steel Die Hub cancels). This policy has been in place for ages. So an order submitted for 100 Jubilation T. Cornpone FDCs with machine cancels, 65 with the pictorial postmark of him falling out of a paramour’s bedroom window and 18 with the DCP of him sitting under a tree, inebriated and with a red nose would cost the servicer $9.75: $0 for machine, 75¢ for the pictorial and $9 for DCPs, plus return postage.
