Updated May 31:
This stamp will be issued Monday, October 2 — yes, the “first Monday in October” — in Washington, DC.
( Scientific ) (Wild-Ass ) Guess as to First Day of Issue.
R.B.G. Died on 18 SEP in Washington DC. FDoI on day of her demise at the Supreme Court Bldg in D.C. ( Or the ACLU HQ in DC ? ) ?
I don’t think the USPS ever does dates-of-death.
My guess: first Monday in October.
According to Lloyd, PRC approved Rate Increase 9 July 2023. Pn-20 $13.20
Both a ‘Virtual’ and ‘Live’ broadcast of the First-Day-of-Issue ceremonies are listed over on the Facebook Page of the Virtual Stamp Club.

On your May 31 update, it is the first Monday in October, not November.
Thanks. Fixed.
Is the FDOI ceremony still being held? I just visited both the National Portrait Gallery and Smithsonian websites and neither have this event listed.
Plus, is the 6:00pm EDT time for the ceremony’s start correct? Seems rather late especially since the Gallery closes at 7:00pm.
Just curious.
As far as I know, it is. Did you RSVP or at least go to that part of the USPS site? usps.com/ruthbaderginsburg I didn’t make it a hyperlink in the story (it is now) but checking that location, there is nothing there saying it is not happening. My guess is that since the USPS is running the show, the Smithsonian and Gallery don’t consider it part of their programming.
